Foreign citizens temporarily staying in the Russian Federation, as well as permanently or temporarily residing in the Russian Federation while staying in a place of stay that is not their place of residence, must register at the place of stay.
All procedures for registration with migration registration are assigned to the receiving party, except for the cases provided for in parts 3, 3.1 and 4 of article 22 of the Federal Law FZ-109. The receiving party submits directly to the migration department of the territorial body of the Ministry of Internal Affairs or through the multifunctional center for the provision of state and municipal services, or sends a notification of the arrival of a foreign citizen by mail no later than 7 working days from the date of arrival at the place of stay, for citizens of the Republic of Tajikistan this period is 15 days, for citizens of the Kyrgyz Republic, the Republic of Armenia, the Republic of Kazakhstan, the Republic of Belarus – 30 days.
